A Madagascar police chief has confirmed that a team posing as doctors and security officials did go to schools to try to conduct a plague vaccination campaign last week, which resulted in parents storming schools to retrieve their children.
General Angelo Christian Ravelonarivo told Madagascar Express that the “impostors” travelled to schools around the capital city and its suburbs shortly after these reopened. The team stopped operating on Thursday after parents stormed schools.
Road blocks were put in place to arrest them but they escaped.
The report also says a man who put a viral post about the team and the plague vaccine campaign on Facebook has been arrested allegedly for spreading rumours.
Sine the police chief himself has, however, admitted in the second part of the report that there was such an attempt to conduct an illegal vaccine campaign, it looks more like the arrest is an attempt to crack down on the social media users issuing warnings.
It is not clear if the vaccine team members came from the CDC, Public Health England, the Red Cross or some other entity.
The latest WHO situation report says 16 members of the CDC were deployed in the field as of November 6th along with WHO experts.
World leaders including Angela Merkel and Bill Gates joined the World Bank in simulating a pandemic, and one of the measures they considered was allowing teams to go into countries and give unauthorized vaccines without the knowledge or permission of the goverment.
“Introduction of a waiver—for example – special provisions for emergency procurements , use of pharmaceuticals or vaccines that may not be registered in the country, critical human resource including international medical teams who may not have work permits; and procurement of goods and services.”
It is not clear if the team reported by the police chief in Madagascar was such a “World Bank” team with a “waiver”. It is clear, however, they operated in a very purposeful and professional manner, apparently hoodwinking the local police into cordoning off schools.
Their motive? It’s reasonable to assume the team went under the radar precisely because they did not want the Madagascar authorities to control their activities, i.e. they had a malicious motive and purpose.
What might such a malicious purpose be? Media report children died after being administered the plague vaccine and others were injured as they attempted to escape schools by jumping over walls.
Therefore, it follows, the team’s malicious purpose was almost certainly to injure and kill children with the vaccine and likely spread the plague. Knowing this, they made sure to trick the local police into going along with them to the schools to prove themselves with cover and security. Schools are the ideal place for malicious people to spread a disease.
The unlawful vaccine campaign will also serve to drive any cases of the plague further underground, making it more difficult to control.
